I've never tried hips, but that looks weird. or maybe those panties are way too big. I would think a much better way to dress it would be short skirts and no panties.

Just about everything is too big unless you want to shop in the kids' section, which I don't. I find the junior XS panties to be a pretty close fit. I don't have skirts for it but do have shorts and the panties are a lot more fun. Shorts (and skirts) are much thicker, so you don't feel as much when you're playing around with it.
